To some degree, the drivers for disaster recovery planning are the same as those for information security policies - they are just common sense. Beyond this, however, they should be complemented by risk analysis.... risk analysis should help determine the scope and depth of the plans themselves.

For example, prior to sensible planning, it is essential to understand the risks that could lead to disaster, as well as the potential impacts should disaster occur. Both these require risk analysis of one sort or another.
